5 Thai-Cambodian border crossings to operate longer

BANGKOK, 30 October 2013 (NNT) - The Cabinet has agreed to extend the operating time of five Thai-Cambodian permanent border crossings by three hours while efforts are being made to maintain the good relationship between the two neighboring countries.

As requested by the Ministry of Interior, the Cabinet on Tuesday gave the green light to the extended opening time of the border crossings located in the provinces of Chanthaburi, Trat, Sa Kaeo and Surin from 7 AM–8 PM to 6 PM–10 PM.

The Cabinet also instructed related units to dispatch their personnel to the border areas according to the new service hours.

Regarding the Phra Viharn case, Foreign Affairs Minister Surapong Tovijakchaikul reported during the Cabinet meeting that Cambodia had agreed with the four requests made by the Thai government.

The first request is that the two parties maintain their good relations no matter how the court’s verdict turns out.

The second request asks that military officers and civil servants stationed on both sides of the Thai-Cambodian border cooperate to maintain peace and order.

Thirdly, the two parties will discuss their land dispute via the Thai-Cambodian Joint Commission for Bilateral Cooperation (JC) and the Thai-Cambodian Joint Boundary Commission (JBC).

Lastly, the ministries of foreign affairs of the two countries will be responsible for holding news conferences to help Thai and Cambodian people understand the situation.

Tourists in Bangkok may be better off not to leave hotels during upcoming protests

BANGKOK: -- Air travelers to Bangkok have been warned to expect heavy road traffic and a lack of taxis resulting from the political protests in Bangkok, Suvarnabhumi Airport officials said on Sunday. The airport train, Skytrain or pre arranged transportation may be the best option.

This is in anticipation of major political protests in Bangkok.

The leaders of the three main anti-government protest groups on Saturday joined forces, vowing to fight shoulder-to-shoulder to uproot former prime minister Thaksin Shinawatra's political networks.

It was the first time the protest leaders have appeared on the same stage together, despite their three rally sites being situated in close proximity.

In the past no tourists had ever been hurt in demonstrations in Bangkok, but transportation will be a challenge and many tourism sites, shopping malls and other attractions may close.

Hotels in downtown Bangkok have experience dealing with such security threats and visitors in Bangkok may select to enjoy to stay at their hotels.

On Saturday the situation for tourists in Bangkok was ok.

Thai protesters say no plan to shut airports

BANGKOK, January 3, 2014 (AFP) - Thailand's anti-government protest movement reassured tourists Friday that it would not target the kingdom's airports or public transportation during a planned "shutdown" of Bangkok later this month.

The demonstrators, who are seeking to oust Prime Minister Yingluck Shinawatra and curb her billionaire family's political dominance, say they will occupy Bangkok from January 13.

"Operation Occupy Bangkok does NOT involve airport closures or the disruption of any mass transport services.

Public buses, trains, BTS sky-trains, MRT underground trains, and public boats will operate normally," the protest movement said on its English-language Facebook page.

The demonstrators have vowed to set up protest stages around the capital, prevent government officials from going to work and to cut off power and water to government offices as well as to the residences of the prime minister and her cabinet.

The protesters also plan several marches in Bangkok starting from Sunday to build momentum ahead of the occupation attempt.

Thai stocks and the baht currency have fallen sharply on concerns that the deepening crisis will scare off foreign tourists and international investment.

In 2008 opposition protesters paralysed Bangkok's main airports, stranding thousands of tourists.

Yingluck has called February elections but the protesters have vowed to block the vote, which they fear will only return the Shinawatra clan to power.

They have prevented candidates registering for the polls in several opposition-dominated southern provinces.

Eight people have been killed and about 400 wounded in several outbreaks of street violence in recent weeks.

Thailand has been periodically convulsed by political bloodshed since Yingluck's older brother Thaksin Shinawatra was overthrown by royalist generals in a coup in 2006.

The protesters, who largely comprise southerners, royalists, middle class Thais and urban elite, accuse the billionaire tycoon-turned-politician of corruption and say he controls his sister's government from his self-exile in Dubai.

They want an unelected "people's council" to run the country to oversee loosely-defined reforms -- such as an end to alleged "vote buying" -- before new elections are held in around a year to 18 months.

Yingluck's government still enjoys strong support in the northern half of the country and is expected to win the election if it goes ahead.

Her Puea Thai party is due to kick off its re-election campaign on Saturday with rallies at several locations including on the outskirts of Bangkok and in several cities in the north and northeast.

Thaksin's "Red Shirt" supporters also plan to hold their own rallies on January 13, mainly in their northern strongholds, to show their opposition to the Bangkok protests.

Survival planning ahead of Shutdown

BANGKOK: -- Many people feel the anti-government protesters' planned "Bangkok shutdown", scheduled for January 13, is the kind of disaster they have experienced before, especially the flooding in 2011.

As a result, many have plans for how to prepare and manage their daily lives in the event of a shutdown of Bangkok.

Bangkok residents have provided feedback, via Facebook and Twitter, on how they would prepare their lives for a political crisis in the capital.

Some are prepared to accept the time as "car-free days".

They will prepare themselves for walking, riding bicycles, taking public mass transit - especially, the BTS and MRT - and travelling by motorcycle taxis.

Asked what he could see as an opportunity in this situation, Rungroj Siripornmongkol said he considered a bicycling campaign. Ohm Udoncanich favoured car free days. Da Dee Da proposed a "Walking Street" festival to promote tourism. Rungnapa Sukhmol envisioned a new business built around food delivery, while Attapol Lertlumcoould saw a need for bicycle repair and accessories shops. Morrakot Kula and Tik Srisongkhroh will take the BTS and MRT to work, while Nook Kick will ride a bicycle.

Many people plan to work at home, including Chatpol Charimobhas, Pim Wisa, Nunchavit Chaiyapaksopon, Arthit Thurdsuwarn and Pockka Pock.

Putchong Uthayapos sees this situation as a chance to test many systems - including how Thailand can function if Bangkok is in a disaster situation.

How ready are the Internet and telecommunications infrastructures to help users in a crisis? How would media efficiently report the news through social media?

How does the work-at-home concept function?

How would food delivery services operate in a crisis situation?

Wanida Wini said business managers need to have conti-nuity plans to operate and run their operations as usual during the Bangkok shutdown.

Individuals, she said, should prepare to be active and energetic because they might need to walk a lot rather than drive the car or take a cab. And they needed to have comfortable shoes as well.

Also, people should keep money in cash, stock some food and water, and importantly, they should keep a backup battery for their smartphones.

Mana Treelayapewat agrees, saying he plans to keep cash, and stock up on supplies and snacks for his children.

Morrakot Kula, as the executive of an Internet data-centre business, will monitor her sites during the Bangkok shutdown. Arthit Thurdsuwarn also set up business continuity plans in order to keep his offices running as usual during this situation.

Jakrapong Kongmalai, as executive at Thai Samsung Electronics, said he would continue to hold a marketing event as planned.

45 countries issue travel warnings

Travellers being urged to avoid rally sites, stock up on cash, food and water

BANGKOK: -- Many countries have advised their nationals to stay away from demonstration sites on Monday and ensure that they have enough cash on them, a fully-charged communication device as well as enough food and water to last a while. They have also been advised not to wear red or yellow.

"Participating or showing support in any form to any of the parties is strongly discouraged," the Philippines Embassy in Bangkok said on its website.

"For information, the red and yellow colours are closely identified with some of the parties involved," it said referring to the colours associated with political conflict over recent years.

People who support the Yingluck Shinawatra government have been wearing red, while anti-government groups, who used to wear yellow, have now chosen to wear the national flag along with a whistle.

Meanwhile, the United States Embassy has warned its citizens to be careful, because although mass rallies have been generally peaceful over the past few months, there have still been some deaths and injuries.

Risk of violence

"Even demonstrations that are meant to be peaceful can turn confrontational, and escalate into violence without warning," the US Embassy warned.

The People's Democratic Reform Committee plans to set up rally sites at several major intersections in Bangkok and significant areas, namely Asok, Pathum Wan, Lumpini, Victory Monument, Ratchaprasong, Lat Phrao and the Government Complex at Chaeng Wattana.

Protests might erupt in other areas with little prior notice and subsequent events are unpredictable as protest leaders have declared that they plan to continue rallying after Monday, the embassy said.

"We advise you to plan ahead. It is prudent to ensure you have a week's supply of cash, keep your mobile communications devices charged and stock a two-week supply of essential items such as food, water and medicine," the US Embassy said.

The Foreign Ministry said yesterday that as many as 45 countries had issued warnings for their citizens to stay away from large crowds, rally sites and avoid travelling during the shutdown.

Kuwait and the United Arab Emirates have even advised their citizens to cancel travel plans for the time being, ministry spokesman Sek Wannamethee said, adding that this may affect the medical industry as people from the Middle East often come to Thailand for treatment.

This comes after Thailand recently began offering citizens from these two countries visa-free entry for 90 days, he said.

Citizens from Taiwan, Hong Kong, Russia and Oman, for whom Thailand is a favourite destination, have also been advised to stay away.

State of Emergency in Bangkok

Public gatherings banned

Under the emergency decree invoked on Wednesday, the caretaker government yesterday banned public gatherings of five or more people and the distribution of news in a manner that threatened national security, but stopped short of imposing curfew at night.

Those measures were among the six published in the Royal Gazette following the declaration of a 60-day state of emergency in Bangkok, Nonthaburi & parts of Pathum Thani and Samut Prakan

State of emergency measures:

1. No gatherings of five or more people in areas marked out by the CMPO are allowed. People can only gather for legal demonstrations and elections. Actions inciting disorder are banned.

2. News reports and distribution of newspapers and other publications carrying distorted information or facts that might cause panic, affect peace and order or good morals are not allowed.

3. At the order of the CMPO chief, the use of public transport routes and vehicles for other purposes is prohibited.

4. The use of public buildings and areas, as well as entering specific places is prohibited under the orders of the CMPO chief.

5. People must evacuate certain areas for their own safety and not enter other areas in line with orders of the CMPO chief.

6. The CMPO chief will set a timeframe for enforcing the above orders and set a criteria for operation officers to minimise the impact on the general public.

Japan calls off all tours to Thailand

BANGKOK: -- The decision to impose an emergency decree to manage the spreading and intensifying anti-government protests in Bangkok has led to cancellations of all Japanese tours to Thailand, according to Anake Srishevachart, president of the Thai-Japan Tourist Association.

Singapore airlines also slash flights to Bangkok

To foreign tourists, the emergency decree is a sign of a possible outbreak of violence between the government's foes and its supporters, and with security forces.

Last year, 1.4 million Japanese tourists visited Thailand. They spent an average of Bt20,000-Bt30,000 per person and stayed in Thailand for an average of about five days on each trip.

Thus the cancellation of Japanese tours to Thailand will likely be a big blow to the revenue of the tourism and service sectors, especially during the current high season.

The association is urging the government to review the possibility of lifting the decree as soon as possible to restore some of the confidence of foreign tourists and promote calm about the current situation for the sake of the Thai economy and employment, especially in the tourism and service sectors.

Meanwhile, The Straits Times reported yesterday that fewer flights were being operated between Singapore and Bangkok as travellers shunned the volatile Thai capital.

Singapore Airlines (SIA) has confirmed a second round of cuts to its flights to Bangkok, while budget carrier Tigerair axed its first flights on Monday.

Singaporean travel agents foresee more cancellations in the coming weeks after the imposition of a 60-day state of emergency.

SIA spokesman Nicholas Ionides said that in view of the current situation, the airline would cut another 24 flights to Bangkok from now until February 27 on top of a previously announced reduction of 19 flights.

Tigerair is also cutting flights, a spokesman said.

Budget carriers AirAsia, Jetstar and Scoot have not axed services but are monitoring the situation in Bangkok, according to The Straits Times.

Khao Yai Visitors Told To Beware Of 'Giant Crocodile'



BANGKOK: -- Tourists visiting Khao Yai National Park have been warned to beware of a large, ferocious crocodile on the loose.

The crocodile was reportedly first spotted 6 years ago near Haew Suwat Waterfall by park rangers, when it was still a much smaller creature.

Now that the crocodile has grown into its adolescence, it becomes very large, very protective of its territory, and develop violent behaviour, said Mr. Patraphon Manee-On, Khao Yai National Park Veterinarian.

It is unclear where the crocodile came from, whether it was born in the Park, or was "abandoned" by a visitor, Mr. Patraphon said.

The closest investigation the authority can do to determine its origin is to conduct DNA tests from the crocodile’s droppings.

The authority had also tried several failed attempts, including calling for help from a crocodile farm from Chonburi province, to capture the creature.

In order to avoid undesirable incident, the authority placed warning signs written both in Thai and English to warn tourists to avoid the river in the park.

It is believed that the crocodile has settled somewhere between the jungle track from Pha Kluay Mai to Haew Suwat Waterfall.

Several rangers are also instructed to stand ground in the area to warn tourists who use the tracks in the area, said Mr. Kritsada Homsood, Director of Khao Yai National Park.

Furthermore, the National Park authority has been concerned by recent disappearance of small animals in the area where the crocodile is thought to be residing, with evidence of missing monkeys and snakes.

Skulls of monkeys found in the vicinity suggested that they might have been caught and eaten by the reptile.

“It is possible that the crocodile might harm visitors”, stressed Mr. Patraphon.

Bangkok tourist court opens, 15 more to follow

BANGKOK: A new Bangkok court which will specifically handle disputes involving tourists opened on Friday, hoping to emulate the success of similar courts in Pattaya and Phuket.

Office of the Judiciary secretary-general Phattarasak Vannasaeng said the Pattaya and Phuket tourist courts, which both opened late last year, had drawn praise from embassies, consular offices, students, tourists and the media.

He was speaking after presiding over the opening of Bangkok’s first tourist courtroom at the Pathumwan Municipal Court.

It aims to deliver quick and fair rulings in cases involving holiday-makers, Mr Phattarasak said.

Further tourist courts are to be opened in 15 other popular visitor destinations nationwide, the Office of the Judiciary secretary-general said.

In Pattaya, a total of 22 cases, mostly civil suits involving tourists, had been lodged with the tourist court there and most of the cases had already been settled.

In Phuket, 184 cases had been lodged with the tourist court. The cases included 21 civil suits, 134 criminal suits and 29 cases involving consumer protection violations.

Of the 21 civil suits, rulings had already been delivered on 11 suits and 10 other suits were being considered.

Of the 134 criminal suits, 115 had already been settled and the remaining 19 were being considered.

Of the 29 consumer protection cases, court rulings had already been given on 18 cases and the remaining 11 cases were being considered.

Most public toilets in Bangkok are not clean

The Heath Department of the Bangkok Metropolitan Administration (BMA) says most of the capital’s 4,341 public toilets are dirty with only 25.31% passing the required cleanliness standards, while the rest failing.

Mrs Wantanee Wattana, director of the Health Department, said that from the survey of the behavior of 1,000 people using public toilets in Bangkok in 2012, it was discovered that 28% of them improperly used seat toilets, 13 did not flush toilet after use, and 18% did not wash their hands after use.

She also disclosed that from the inspection of all the 4,341 public toilets in Bangkok, 1,380 of them or 17.39% passed the national hygienic standards of public toilets, while the rest failed the test.

However she said that if looking into the hygienic standards on three aspects namely cleanliness, sufficiency, and safety, it was discovered that only 25.31% of total public toilets passed the cleanliness standards.

Factors attributed to failure in passing the cleanliness standard are that 69.47% of public toilets have no seat toilets for the disabled people, aged people and pregnant women, 60.59% have no washing soaps, and 60.28% have no cleaning tissues or no toilet hoses.

But she said that the BMA has now introduced the master plan to improve Thai public toilets with focus on cleanliness, sufficiency, and safety by up to 90% of its public toilets in the capital within the 2016.

It will also hold a contest of the cleanest public toilet for 2014 in order to encourage businesses to realize the significant of their public toilets in their service places and enter the competition. Registration to enter the competition will open until April 18, she said.

εστω και αν είναι βρωμικες , είναι πολλες και μπραβο , αν σκεφτεις ότι στην αθηνα εχουμε 27 δημοσιες τουαλλετες, για γελια ειμαστε, θελουμε και τουρισμο στην αθηνα....

Airports nationwide all set for Songkran

10 April 2014

Thailand's Civil Aviation Department has given assurances of its readiness to service an estimated 236,590 air travellers during the Songkran festival on April 11-17, or 33,799 people a day.

Director General Voradej Harnprasert said the department has allowed an increase of 28 domestic flights during April 11-16, and 158 international flights plus 69 chartered flights during April 2-21.

Thai Airways International (THAI) has added 10 domestic flights from Bangkok to Chiang Mai, Phuket and Krabi, Bangkok Air 13 more flights between Bangkok and Samui, and Nok Air five more flights between Bangkok and Phuket.

He said the number of tourists has increased over 50 per cent, mainly from China.

The highest growth of air travellers is expected at Krabi airport, followed by Udon Thani airport and Khon Kaen airport.

THAILAND TOURIST INFORMATION: A Guide to Laws in Thailand

Subject: NARKOTICS

     Narcotics Categories in Thailand

I – heroin, amphetamines (ecstasy), methamphetamines (Yaba and Ice)
II – morphine, cocaine, ketamine, codeine, opium and medicinal opium, methadone
III – medicinal drugs which legally contain Category II ingredients
IV – chemicals used to make Category I and II narcotics, like anhydride and acetyl chloride
V – marijuana, the Kratom plant, hallucinogenic mushroom
     

     Possessing and Consuming Drugs in Thailand

Thailand’s top 4 drug possession cases in the recent years have been related to the following drugs: 
Yaba, Dried marijuana, Ice, Raw opium.
Since Yaba is a methamphetamine, if you are caught with possession for personal use of it or any other Category I substance, you could risk 1 to 10 years in prison and/or a fine of twenty thousand to two hundred thousand baht.
If you are caught carrying more than 20 grams of Yaba (or any other Category I drug, like Ice or Ecstasy) you’ll be eligible for ‘intent to sell’ penalties, the most severe of which is the death penalty.   

While Yaba is a drug commonly abused and sold by Thai citizens, marijuana and heroin are more likely to be found on backpackers and tourists.
Heroin, like Yaba, is a Category I drug and carries the aforementioned penalties.
Neither marijuana possession for personal use nor intent to sale carries the death penalty.
However, if you have up to 10 kilograms of marijuana (or any other Category V drug) in your possession, you are liable for personal use penalties, which are up to five years imprisonment and/or a fine of up to 100,000 baht. 

Cocaine is also a drug purchased by tourists in Thailand.
Category II drugs, like cocaine and the smuggled drugs ketamine and codeine, are considered for illegal personal use in any amount of 100 grams or less and punishable with up to 5 years in prison and/or up to 100,000 baht. 

Category II drugs can be considered legal drugs if you carry a medical certificate or prescription written by a licensed medical doctor or dentist; or if you have applied for and been granted a permit by the Food and Drug Administration (FDA) before your arrival in Thailand.
Even with a certificate, prescription or FDA permit, you are only allowed to enter Thailand with an amount of medication for 30 days use or less.
Amphetamines, Dexamphetamine, Cannabis, THC, and Cathinone are always considered illegal and never allowed in and out of Thailand whether you have obtained medical permission or not.

The term “Club drugs” is also getting the attention of Thai authorities in recent years.
These drugs include: ecstasy, cocaine, ketamine and Ice.
Police are known to randomly raid nightclubs that turn a blind eye to drug use and dealing, and that are frequented by young foreign tourists and/or young Thais. 

Possession aside, if a law enforcement official has grounds to believe you have taken a Category I, II or V narcotic, he or she can detain you and request authorization to test you.
Refusing a test or examination can result in imprisonment for up to 6 months and/or a fine of up to 10,000 baht. 

You can face imprisonment from 6 months to 3 years and/or a fine of 10,000 to 60,000 baht if you test positive for a Category I or II drug, like Yaba, cocaine, Ice or ecstasy; and imprisonment of up to 1 year and/or a fine of up to 20,000 baht if you test positive for a Category V drug, like marijuana or Kratom.
There are laws protecting you If you take drugs and feel like you are dangerously disoriented or at risk for overdose and then choose to check yourself into a medical facility. If you are able to check into a medical facility before being caught by a law enforcement official and you have not broken any Thai laws other than consuming drugs, you are eligible to be excused from penalties.

     Selling and Smuggling

West Africans living in Thailand are randomly investigated by the Immigration Bureau and Thai drug enforcement agencies for selling drugs and organizing drug smuggling operations.
The Immigration Bureau identifies West Africans from Nigeria, Mali and Ghana, and the East Africa Republic of Kenya as foreigners watched closely for connections to drug activity. 
Other groups of foreigners suspected of drug activity in Thailand are Southeast Asian Chinese, Iranians, Indians, Pakistanis, and Nepalese. Iranian groups have been recently investigated for smuggling Ice into Thailand through International airports. 

The northern border of Thailand is the most frequently used route for drug smuggling followed by borders along the Mekong River and International airports.

Foreign women traveling alone in Thailand should be especially aware that drug smugglers often use females to carry drugs within the country and over borders. There have even been instances of women unknowingly accepting and carrying packages or suitcases containing drugs across land borders and through International airports.

      Arrested in Thailand

If you are arrested in Thailand, most Foreign Embassies recommend that you contact a consular officer of your home country immediately.
A consular officer should be able to recommend a Thailand Lawyer for you and may set you up with a translator. Because of jurisdictional limitations, it is difficult for most Foreign Embassies to do anything more than this.
It is important to remember that even as a tourist of Thailand, you are subject to the laws of the Kingdom of Thailand, unless inside your home-country’s Embassy.
Thai officers with the power to arrest will have little sympathy for a plea of ignorance of Thai laws and regulations.

       Transfer of Foreign Prisoners

Thailand has treaties with the following countries, among others, regarding the transfer of prisoners:
1. Thailand - Denmark Prisoner Exchange Treaty,
2. Thailand - Israel Prisoner Transfer Treaty,
3. Thailand - Nigeria Prisoner Exchange Treaty,
4. Thailand - Sweden Criminal Exchange Treaty and 
5. Thailand - United States Criminal Transfer Treaty.
However, prison transfers normally involve very serious crimes with long sentences. 
Transfer of prisoner treaties mean that if a foreigner is sentenced and imprisoned in Thailand, he can be transferred to a prison in his home country.
Nearly all of the treaties specify that if the sentence is for a period with a fixed ending date, life imprisonment, and/or applies to a mentally ill person or a juvenile, then the treaty is effective.
Most transfer of prisoner treaties are ineffective if the foreigner commits a crime against the Royal family (“lese majeste” crimes), a work of national art, or a crime such as terrorism, which threatens Thailand’s national security. You are not guaranteed a transfer to a prison in your home country even if a transfer of foreign prisoner treaty exists between your country of origin and Thailand; in other words, your home country can decline your transfer despite the treaty.

      Certain Crimes Which Carry Life Imprisonment or Death Penalty

Possession with intent to sell more than 20 grams of pure Category I narcotics, such as methamphetamines, amphetamines, and heroin, carries the death penalty or life imprisonment in Thailand.

Sex crimes such as the following can also be punished by death or life imprisonment:
1. Raping a woman or girl resulting in death carries the death penalty,
2. Sex with a minor under 13 years old, whether consensual or not, can carry a sentence of life imprisonment,
3. Coercing or threatening a minor 16-18 years old into sexual acts can carry a sentence of life imprisonment,
4. Using prostitution as a means of income for persons 16 years or older can carry a sentence life imprisonment,
5. Altering any type of currency to appear more valuable than it actually is can also result in life imprisonment.
 
Life imprisonment and death penalty sentences can only be given to persons 18 years old or older.

      Prison Conditions in Thailand

Prison conditions in Thailand are notoriously bad.
Much of the information about Thai prison life for foreigners is found in memoirs, biographies and online blogs. Common problems reported in Thai prisons are: overcrowding, poor sleeping conditions, such as mats on concrete floors where prisoners sleep head to toe, abuse and mistreatment.
