Thai Police Clearance Certificates for Foreign Applicants.

                                                                         Guidelines for Foreign Applicants Applying for
                                                                              THAI POLICE CLEARANCE CERTIFICATE

    Applicant residing Abroad / Applicant in Thailand:
    The applicant can send application by mail to the Police Clearance Service Center, with the following required documents:

    1) A photocopy of Passport
    2) Document(s) stating that the applicant is used to work or live in Thailand
    3) A photocopy of Thai Working Permit (if available)
    4) Two Photographs (1 inch by 2 inches)
    5) Three sets of fingerprint. Fingerprint must be taken at local police or at the Thai Embassy or Consulate in your country together with the official seal and signature of the official taking the fingerprint.
    6) An envelope with pre-paid stamps and applicant's address to mail certificate back to the applicant.
 
    Note: Applicant must certify true copy of all documents.


    Police Clearance Certificate processing time:
    Applicant with no criminal record, or behavior endangering peace and order or security of the State, will receive police clearance certificate within 7 working days.
   
    To receive the police clearance certificate:

    1. Applicant receives the certificate at the Police Clearance Service Center by him/herself.
    2. Authorize his/her representative to receive on his/her behalf
    3. The Police Clearance Service Center mails the certificate to the applicant
    (a self-addressed envelope with pre - paid stamps and applicant's address provided for Police Clearance Service Center ).

Unseasonable Flooding Kills Dozens in Thailand; More Rain on Way



Thailand faces more hardship from unseasonable floods that have killed 40 people in its south, with more rain expected in the major rubber-producing and tourist region in coming days, a top disaster agency official said Sunday.

Persistent heavy rain well into what should be the dry season has triggered floods across the south, cutting road and rail links, threatening crops and affecting about 1.6 million people, said Chatchai Promlert, head of the Disaster Prevention and Mitigation Department.

“The worst isn’t over. We’re expecting more rain this week while clean-up efforts are underway in places where the waters have subsided,” Chatchai told Reuters.

The Meteorological Department said on its website more rain was expected Monday.

Not the rainy season

The rainy season in Thailand normally takes place from June to November.

The floods, which began January 1, have followed unseasonably heavy rain.

Thailand is one of the world’s most important producers of natural rubber and the national rubber authority said Thursday output in 2016-2017 would be about 10 percent lower because of the floods.

Global rubber prices have spiked on concern about the impact.

Flooding occurs in Thailand regularly during the rainy season but January is traditionally sunny and clear, and a high season for the tourist industry, including in southern seaside resorts.

Fingerprint ID mandatory to register SIMs

Mobile virtual network operators (MVNOs) will have to use an online fingerprint ID system for new prepaid and postpaid mobile SIM card registrations by March without exception, says the National Broadcasting and Telecommunications Commission (NBTC).

An MVNO is a company that provides mobile service but does not have its own mobile network. MVNOs have called on the regulator over the past several months to exempt them from the rule, saying the system will impose additional cost burdens on them and make it difficult for them to compete with major mobile operators.

All mobile operators will have to introduce the online fingerprint ID system by March, but mobile users can choose whether or not to put their fingerprints in the system for their own security.

"Any violation will face penalties ranging from a fine, to a ban on receiving new mobile numbers from the regulator, to a licence revocation," said NBTC secretary-general Mr Takorn.

Mr Takorn urged all mobile users to participate in the fingerprint system to ensure greater security in mobile banking and prevent the risk of fraud, which is likely to increase in a cashless society.

He insisted that the fingerprint system will complement the existing registration system. The regulator will not force all mobile users to register with the new system.

Thailand has 103 million mobile subscribers, 14 million of whom use mobile banking services.

Mobile banking is a service provided by banks or other financial institutions as well as mobile operators that allows customers to conduct some financial transactions remotely using any mobile device, with no bank account required.

The popularity of mobile banking activities marks a significant trend taking place in banking.

Fraud and other criminal acts targeting telecommunication networks are also becoming increasingly sophisticated.

Japanese man flying Thai Smile says his money stolen from checked luggage

An elderly Japanese tourist filed a report with Suvarnabhumi Airport police yesterday, claiming his money was stolen from checked luggage on a flight from Chiang Mai to Bangkok.

Sato Shoji, 63, said his JPY100,000 cash (THB31,000) was stolen from his checked suitcase on Thai Smile flight WE161. His important documents were still intact, and only the money had disappeared.

Sato said he sought help from the Thai Smile staff, but they told him to go to the police himself and send them a complaint e-mail.

The tourist said he didn’t know how the Thai legal process works or how to get to the police station. He was deeply sorry that he was denied any help from the airline staff.

The money was intended to pay for his accommodation and food while traveling in Thailand.

Police will check CCTV and track down whether his money was stolen at Chiang Mai or Suvarnabhumi airport as the crime has caused a damage to the image of Thai tourism, The Nation reported.

Nakhon Phanom celebrates Ho Chi Minh’s 127th birthday anniversary

One of the biggest Vietnamese communities in the country is in the Northeastern province of Nakhon Phanom.

The northeastern province of Nakhon Phanom held an event Friday to celebrate the 127th birthday anniversary of Vietnam’s former President Ho Chi Minh.



The celebration took place at Baan Na Chok Thailand-Vietnam Friendship Village in Mueang Nakhon Phanom district. 

Governor Somchai Witdamrong, Vietnam’s Deputy Minister of Foreign Affairs Vu Hong Nam, Vietnam’s Ambassador to Thailand and Vietnam’s Consul General jointly presided over the commemorative ceremony.

Born on 19th May 1890, Ho Chi Minh stayed in Baan Na Chok between 1923 and 1931 while planning the Vietnam liberation movement. 

To honor the independence leader, the Thai and Vietnamese governments have jointly erected a Thailand-Vietnam Friendship Village and the Ho Chi Minh Memorial Complex in the northeastern province.

The event was also organized to foster good relations between Thailand and Vietnam and promote tourism to Nakhon Phanom.

BANGKOK — A new set of laws to curb tobacco consumption went into effect Tuesday, toughening smoking regulations and raising fines for their infringement.

The Ministry of Public Health announced Monday the implementation of new laws designed to further restrict the purchase and consumption of tobacco, in a bid to reduce the number of smokers in the country.

“There are a lot of interesting regulations. Some are completely new and others are updates with higher fines,” Witune Chartngiew, lawyer at the Ministry of Health’s Bureau of Tobacco Control said Tuesday.

According to the 2017 Tobacco Product Control Act, it is now illegal to sell or give cigarettes to minors. The previous 1992 act only outlawed the sale of tobacco to those under 18. The 2,000 baht fine for smoking in non-smoking areas was increased to 5,000 baht, while the fine for keeping cigarettes in plain sight in stores was doubled from 20,000 to 40,000 baht. A new fine of 40,000 baht on the seller was also adopted for the sale of individual cigarettes. The list of public spaces in which it is forbidden to smoke was increased, most notably including temples and educational institutions.

The previous punishment for the unauthorized sale of tobacco to minors was a one-month jail term or a 2,000 baht fine, or both. Those who infringe the new law – both the seller and the customer – risk a maximum punishment of three months in jail or a 30,000 baht fine, or both.

While older tobacco laws only prohibited smoking in public places, workplaces and vehicles, the list of smoke-free zones was increased under the new law. Temples, places of worship, nursing areas, drugstores, educational institutions and amusement parks are additional non-smoking areas, said Witune.

Over 50,000 Thais die each year due to smoking-related causes, according to the Ministry of Public Health.

Even at 38 baht to the pound most retirees won’t and cannot leave Thailand

The UK pound continues to drop against the Thai baht and at time of writing it is floating around the 42 baht to the UK pound.

It was not long ago that Brits enjoyed a healthy 70 baht to the pound if you go back 8 or 9 years ago, but since then things have gone from bad to worse.

According to pensionbee.com the average UK pension is £403 a week, this drops to £369 after tax. At todays price that is 62,000 baht a month, back when it was 70 baht to the pound retirees would have had 103,320 baht per month so the drop in income has been huge. In fact I would go as far to say that it has been devastating.

Many Retirees say 40 baht to the Pound is their breaking point, but is it?

Many retired expats comment on forums like Thaivisa.com that the breaking point for them is 40 baht to the pound, which if that is the case means we could see many British expats soon up sticks and leave Thailand. But, would they?
What we don’t know is how sticky Thailand as a retiree destination is and there are other factors at play that I discuss later.
I would suspect a fall any further will not attract more retirees but for those already here maybe home is still home whatever their budget.

For curiosity I wanted to run a scenario at a 38 baht to the UK pound and crunch some numbers around that point. To me it looks fairly tight.
The lowest UK pensions come from the North East of England where they get on average, after tax, £269 a week. So let’s say £1,069 a month which is 45,000 baht to live on in Thailand.

In a recent Thaivisa survey it was reported that 75% of expats own a car, 1 in 2 a house and 1 in 5 a condo, but I want to focus on those already feeling the pinch and whom do not own anything which is still a sizable share.

With a 45k baht a budget you have fixed costs from a cheap condo rental which could be as low as 7k baht a month and then a bike rental at 3k baht a month.
You are already down almost 25% of your monthly income.

Next take electricity and water which could be as low as 1k baht in this case.
You would hope they have health insurance and that would set them back at least 7k baht a month based on their age.
That 45k baht a month is already down to 27k baht.

Add a wife and kids into the mix and it gets even tighter

What if they have a dependent wife or kids? Again in another recent Thaivisa survey 87% of expats said they have at least one dependent child living with them in Thailand and 36% have two or more.  
The family alone must cost a good 10k baht a month and that is on a tight budget.

This leaves 17k baht a month for the retired expat for food, drink, clothes and any leisure spend.
It can be done, for sure, but it does not sound like much fun to me.
Any ideas of a holiday would be mere fantasy and I cannot help but think after all those hard years of working to finally get to retirement and be left on a such a tight budget is not ‘living the dream’ but merely existing.
I feel for these guys.

Financially impossible for many retired expats with family to leave Thailand

I suspect if the pound dropped to 38 baht to the pound it would have an impact on the retirees being attracted to Thailand, like I said already, but would just add more misery to those already here that are largely trapped by the financial impossibility of upping sticks.
And remember 87% have at least one child living with them meaning they would have to move their Thai family too, and on such a budget this would be impossible.  

I suspect it would be a disaster for them on many levels. You still have to get a new retirement visa each year, this could lead to lots of struggling retiree expats on overstays that would effectively go into hiding.

If there are any ‘sick buffaloes’ out there then, I am sorry to say, they can forget about any money for help too…

British man hospitalised after genital organ gets ripped off during intercourse with Thai prostitute
A British tourist ripped off his penis after having hard and ferocious sex with a Thai prostitute in Pattaya

A British man in his early thirties called up the ambulance service in Pattaya screaming for his life and when the paramedics arrived at his room in the most popular red light area of the city, found his bed covered in a pool of fresh blood and a Thai prostitute standing next to him. The panic-stricken man explained to the medical volunteers that he was having ferocious sex and his penis had ripped off.

The rescue volunteers gave him first aid and when they brought the stretcher to take him to the hospital, he refused to go outside as he was embarrassed by the injury. The staff had to talk him out of the situation and hurriedly brought him to the hospital for treatment.

After initial analysis by the doctors, the report was out that the man had sex so hard and fast, that his 'frenulum of prepuce' - a small piece of skin that connects the foreskin to the penis - had ripped off completely causing bleeding and pain.

One of the volunteers who entered the room said his team first thought they had arrived at a crime scene because the man was screaming so loudly and there was a large pool of blood all over the room.

''I picked up the phone and heard he was screaming so loudly. I only understood that he wanted us to go there as soon as we could. When I entered the room and saw the bedsheet I first thought there had been a stabbing.''

The volunteer further commented that his team had a sigh of relief after they realised that it wasn't a murder scene but a need for urgent medical help, ''It was a big relief when we realised what had actually happened. He explained it was because he was having sex too hard with his escort for the evening. He was in a lot of pain but we thought it was very funny,'' Khun Tumrin summed it up to the DailyMail.

Kasikorn bank stops exchanging foreign cash



One of Thailand’s biggest banks has announced it is closing all its foreign exchange booths and will cease exchanging foreign cash in its branches, effective immediately.
The shock move from Kasikorn Bank (known locally as K-Bank) came in a directive issued at 5pm yesterday and is due to the Covid-19 coronavirus outbreak.
The order says it is the bank’s “civic duty to act on this very important” issue.
No time limit was given for the closure. All staff who worked in the bank’s forex booths nationwide have been put on a 14 day quarantine and must stay home.
The bank said in a letter that entities such as the health ministry, bank of Thailand, airports authority and duty free giant King Power have been informed of the decision.
Last week Kasikorn closed their branch in Laem Chabang, Chonburi for 14 days after an infected Italian went into the bank.

Qataris also called on not to visit the countries unless it is absolutely necessary

Qatar announced Sunday that it its temporarily banning the entry of travelers from 14 countries due to concerns over the novel coronavirus.

The ban covers Bangladesh, China, Egypt, India, Iran, Iraq, Lebanon, Nepal, Pakistan, the Philippines, South Korea, Sri Lanka, Syria and Thailand.

Qataris were also called on not to visit the countries unless it is absolutely necessary.

The statement came as the Ministry of Health reported three more cases of the coronavirus, officially known as COVID-19, bringing the total to 15.

The latest cases were all foreigners from the same country who were living in the same flat.

The global death toll from the virus is around 3,500, with more than 100,000 confirmed cases, according to the World Health Organization (WHO).

As part of efforts to contain the outbreak, governments have closed borders and suspended land and air travel with the worst-hit countries including China, Iran and Italy.

After declaring the outbreak an international health emergency in January, the WHO last month updated the global risk level to "very high."

Thai Immigration now requires foreigners to list all countries recently visited as Covid19 concerns continue



BAGKOK(NNT) – The Immigration Bureau has announced that all foreigners arriving in Thailand must now specify the countries they have recently visited on their arrival card, to filter out the potential spread of the COVID-19 virus.

Immigration police deputy spokesperson Colonel Cherngron Rimpadee today announced that the Immigration Bureau after discussions with relevant agencies had resolved to ask all foreign passengers arriving in Thailand to list all the countries they have recently visited.

Prior to the announcement, the arrival card that foreigners fill in, only requested basic information, such as personal information, country of residence and the accommodation each individual was staying in, while in Thailand.

On March 5, the government declared four countries and two territories to be at high-risk of COVID-19, namely, South Korea, China, Hong Kong, Macau, Italy, and Iran.

Currently, the kingdom welcomes roughly 4,500 passengers daily from these countries.

Disease Control Department Deputy Director-General Kajornsak Kaewjaras, shared today that all passengers from these high-risk destinations, and those who have visited them in recent times, must identify themselves to authorities.

Officials will provide a free medical check up, and ask for contact details throughout their stay in the kingdom; government personnel will then be able to monitor their well-being.
