Tourist Killed in Parasailing Accident in Pattaya Bay

At 1.30pm on the afternoon of June 4 a Sri Lankan tourist, thirty-seven year old Aloysius Nirmalarajan, was killed in a parasailing accident in Pattaya Bay.

Witnesses claim that after about only two minutes in the air the wind seemed to suddenly disappear because Mr Nirmalarajan dropped and crashed into the boat. He was knocked unconscious and later died from his injuries.

The boat, a Sathaporn SK7, operated by the Siam Local Co, was being driven by forty-eight year old Chamlong Yoosawad who is a naval officer.

City officials say that accidents such as these are harming the image of Pattaya and a meeting has been called to discuss new guidelines that will be implemented in an attempt to reduce the number of injuries and fatalities to foreign tourists in the Bay.

There have been too many watersports and passenger boat injuries and officials believe that a lack of control, untrained staff with poor skills, limited experience and poor standards of equipment are partly to blame.

A new unit will be established made up of members of the Marine Department, Tourist Police, Government Officials and the Military. They expect the support of local business, the media and the general public.

In future there will be regular patrols and checks to make sure equipment meets safety standards and operators will be reminded of the consequences of falling below the standards set.

Laws will also be changed to allow surveillance and establish the new safety standards..

STEVE Balfour disappeared during a trip to visit his daughter in Pattaya, with one friend claiming he’d said if anything happened to him, it’d be his Thai ex-wife’s fault.



THE family of a Scots dad who vanished in Thailand more than a month ago believe he has been murdered.

Ex-soldier Steve Balfour disappeared on one of his regular trips to the country to see his six-year-old daughter Georgina, who lives with her Thai mum in Pattaya.

He has not been seen since May 14, and his passport and belongings were found in his hotel room.

Steve, 35, split from wife Nan Kidaw in a bitter divorce last year.

And a close friend has claimed that he warned during a Facebook chat: “If anything ever happens to me, it’s her that’s done it.”

Steve’s dad Archie, 56, who served with him in the Royal Scots, told the Record: “Only two things could have happened to Steven. Either he has committed suicide or he has been killed.

“I know for a fact that he would never take his own life. He completely doted on Georgina and did everything for her – which only leaves one thing.

“We are certain he has been killed or murdered.”

Steve’s close friend Caroline Steel, 36, who has known him since they were children, said she chatted to him regularly online before he went missing.

She said: “Steve and I used to speak all the time on Messenger and Facebook. We recently talked about visiting him in Thailand to celebrate some birthdays.”

And she claimed: “I definitely remember a conversation when he said that if anything ever happened to him during a visit to Thailand it was her that’s done it.

“We’re all so worried about him now. It’s so out of character.”

Archie, of Rosyth in Fife, said: “When I heard about the conversation with Caroline, it all started to fit together.”

Steve’s family and friends are desperate for progress to be made in the search for him.

Archie says the authorities haven’t even checked his son’s bank records to see if his account has been active since he was last seen.

He said: “I can’t believe it’s taken so long for them to get moving on it.”

Steve married Nan eight years ago in a traditional Thai ceremony.

It’s understood she got the family home, car and possessions in the divorce, and Steve has been sending her money to help bring up Georgina.

Steve served in the Royal Scots from 1995 to 2010. He then got a job as a bodyguard with Olive Group, a security firm who work in trouble spots around the world.

He generally worked eight weeks on, four weeks off in the Iraqi city of Basra. He was due to return to his job last Monday.

Whenever he got leave, Steve flew to Thailand to spend time with Georgina. Every time he arrived in the country, he checked into the Baan Tong Tong resort in the Nong Yai area of Pattaya.

The resort’s manager, Mike Williams, told how he was knocked unconscious by a “large American” in a bar before he went missing.

Mike used to be a detective in Australia and now works part-time with the local police. He searched Steve’s room after he went missing.

Mike said: “We found his passport and all his possessions in the room, which was untouched.

“I reported him missing to the British Embassy in Bangkok and to offices in London but nothing has been done since.

“The Thai police can’t really do anything until the British Embassy get involved, and that hasn’t happened.

“Steve was recently jumped by a large American in a bar and knocked out.

“I think that could be linked to all this, as I’m certain something very bad has happened to him.”

Mike said the American attacked Steve at the Billabong Golf Club on the outskirts of Pattaya.

He defended the Thai police’s handling of the investigation, saying: “They are doing as much as they can, but there are rules about when people can be questioned and gaining access to bank accounts.”

Steve’s best friend in Thailand, former Scots Guard Malcolm Farquharson, has been searching for him for the last two weeks.

Malcolm said he was working offshore when Steve disappeared.

He added: “Steve had been missing for two weeks when I got back onshore.

“I couldn’t believe nothing had really been done. I took his photo everywhere, to the bars and golf clubs we used, but the last anyone saw of him was on the night of May 14.

“We’ve tried to get help from the local embassy but they don’t seem interested, probably because they get so many missing people each year.

“But this is very different. Steve was not a tourist, he knew Thailand, got married here and had a daughter here who he absolutely loved.

“Something very bad has definitely happened to him.”

Another pal in Thailand, Scott Qua, criticised the local police investigation.

He said: “We need help and exposure, as the Thai police and authorities do not have any urgency in this case and nothing seems to be getting done. No one has even been seriously questioned.

“Our friend has just vanished without any communication. He loved his daughter very dearly and we’re sure he would not leave her without a word.

“There is a very real fear his life has been taken.”

A Foreign Office spokesman said yesterday: “We are supporting the family of a British national reported missing in Thailand on June 1.

“We will remain in close contact with the local authorities as they continue their search.”

Police Scotland said officers in Rosyth were liaising with Steve’s family “to provide any support they may require”.

Taiwanese tourists robbed of $2,700 in 'strange' Pattaya hotel

TAIPEI, Taiwan - Six Taiwanese tourists were reportedly robbed after falling into a deep sleep at a resort in Pattaya Thursday evening.
The tourists, all women, found that over NT$63,300 (S$2,745) in cash had been stolen when they woke up Friday morning, the Central News Agency reported on Saturday from Bangkok.
The six tourists, who were travelling together in Thailand, called the Taipei Economic and Cultural Office in Thailand for help.
The tourists had made an online reservation at a well-known resort called VIP Villas Pattaya Palm Oasis Jomtien Beach.

In a telephone interview with CNA, the tourists said that they had found the check-in process "strange."
"After we checked in, the counter service staffers found various reasons to deny us room keys. They asked us to put our luggage in the rooms and to have a walk around," one tourist said.
The woman reportedly told staff that their room telephone did not work and that the French windows did not lock.
Though asked to resolve these issues, the staff did not, according to the tourists.

Unusual odour
After returning to the resort at night, the tourists smelled what they later described as an "unusual odour" in their rooms.
One of the tourists, in a social media post, said the odour was "very fragrant" and that it triggered headaches and extreme fatigue.
The women - even one who was a chronic light sleeper - proceeded to sleep deeply all night, according to the post.
The following morning, the group reportedly woke to find the French window open and their wallets scattered across the floor, with over 70,000 Thai baht (S$2,745) missing.

Help from Thai-Chinese leader
The tourists reported the case to police through Rabu Tangthongtavee, a member of the Thai-Chinese community.
They had first asked hotel staff to report the case to police, but the request was ignored, according to CNA. Instead of helping them report the incident, staffers allegedly blamed the group of guests for failing to lock up their personal property.
One tourist said, "We dare not imagine the outcome if our physical safety had been threatened. We hope tourists from Taiwan will not stay at this villa and recommend being wary of personal property and physical safety when travelling in Thailand."
She said a staffer told them a total of seven thefts had occurred at the villa within 10 days.
Apple Daily reported that the group of tourists included a flight attendant employed by Taipei-based Far Eastern Air Transport.
The airline confirmed the report, saying that the flight attendant was on personal leave and that the company would give her assistance if needed.

Changing Pattaya from the Sex Capital to a Family Resort will take time says Chief

The chief of Pattaya’s tourism office has said that changing the resort’s seedy image is not something that can be expected to happen overnight.

But Sinchai Watanasartsathorn said he was determined to work with all sectors both public and private to change its image. And one day he said he would succeed.

Sinchai – a chamber of commerce and tourism expert – was talking to the Pattaya News following a story that appeared online in the UK’s Mirror newspaper.

The Mirror called Pattaya the “Sex Capital of the World”, said there were 27,000 protitutes in the city, or one in five of the female population and said all this goes on despite pay for play being illegal in the kingdom.

“It is undeniable that stories like this have a detrimental effect on Pattaya,” said Sinchai.”It is especially bad for people who have never been here and those that are weighing up their decisions whether to come or not”.

But Sinchai does not have rose tinted specs – he accepted that the resort has got the sex image for good reason and this has been going on for many many years.

“But both the public and private sector are determined to change this image. It will take time and certainly cannot be achieved overnight but we will ultimately be successful”.

He said that many people were actively promoting new tourist trends to show that Pattaya has much more to offer than just the sex industry. He said this was vital to attract new and increased investment.

Meanwhile the police said that despite the fact there were many crimes committed in Pattaya they were doing their best to address the issues and solve the crimes.

“We need a long term plan,” said a hopeful Sinchai as he called on all sides to improve the resort’s image in the future.

Nine district officials at a seminar in the Pattaya Center Hotel on Soi 12, Beach Road, plunged from the seventh floor to the first floor as an elevator fell down the shaft.

Then to add insult to serious injury the hotel staff refused to help saying they had to wait for the insurance company to arrive.

After the district chiefs mounted their own rescue efforts and help arrived the hotel finally took some responsibility for the accident.

They face prosecution for negligence but can only be fined 10,000 baht.

There were ten people in the lift that went from the second floor to the seventh where the guests were staying. As one man was getting out the lift suddenly fell.

Somjai Thee-oat, 50, from Phitsanuloke said he was lucky to still be alive. His clothing was ripped as he managed to scramble to safety. But nine others plunged down in the lift.

They were taken to hospital where one was in a serious condition. The accident happened on Monday evening when 128 local officials from all over Thailand were staying in the central Pattaya hotel.

They were not named in the Thai Rath report and the condition of the injured was not reported.

Tanakrit Akaradechkunchorn, 51, an official from Mae Rim, Chiang Mai, said that he was waiting to board another lift. He said he did not hear any warning sound that his colleagues’ lift was overloaded.

He said that the hotel were reluctant to help at all. Only when inspectors arrived did they decide to pay the bills of those injured.

Police are investigating and are looking at the lift maintenance records ahead of possible charges for negligence.

But they said that the law only allows for a fine of 10,000 baht.

“Easy, convenient, fast and free!” – WiFi now available all along Pattaya beach

The Communications Authority of Pattaya have said that free WiFi is available along Beach Road.

Pattaya City spokesman Pinit Maneerat said that his authority had reached agreement with the CAT to provide free WiFi all along Pattaya Beach for the convenience of tourists and locals visiting the area.

The service is now open for use and people can register at: http://www.pattaya.go.th/pattaya-city-wifi-free/
There are 24 points all along the beach from the Dusit Hotel to Bali Hai port.
PR Pattaya reported that the service would be easy, convenient fast and free.
It was one of the policies of Pattaya mayor Anan Charoenchasri, said PR Pattaya.
A series of maps showed good coverage along a wide section of the beach.

USS Blue Ridge, the flagship of the U.S. Navy’s 7th Fleet pulled into Pattaya for the first time in three years for some sailor R&R and naval networking.

Nearly 1,000 sailors will rotate to take leave after arriving at Laem Chabang Port April 3. They were greeted by counterparts from the Royal Thai Navy, which provided currency exchange services, telephone SIM cards and rides into Pattaya.

Capt. Eric J. Anduze said his crew is always impressed with Thai food and hospitality and are happy to be back.

During the visit, 7th Fleet will host their counterparts for professional exchanges while the crew will have opportunities to explore the area during tours and community relations projects alongside local citizens.

The 7th Fleet Band will play several public concerts in Bangkok and Pattaya.

“These visits are a tremendous opportunity to strengthen our relationship and build upon our historic this,” said Rear Adm. Ted LeClair, deputy commander U.S. 7th Fleet. “We’re looking forward to a fruitful visit and successful staff talks that will benefit our navies and enhance regional security.”

Before today, Blue Ridge had not visited Thailand since March 2016.

“The crew always enjoys opportunities to work hand-in-hand with our allies and it’s great to be back among friends in Thailand,” said Anduze. “With Thailand, the tradition of our Navy’s presence here has given us a huge foundation to build upon. The work that we do with each other provides great benefits to both of our navies and our countries.”

Pattaya-area police smash huge Chinese online loan shark scam

Regional police arrested two Chinese nationals in a raid on an illegal online loan shark with more than 100 million baht in cash flow.
Lang Zhu, 29, and Song Song Zhu, 28, were taken into custody outside the Riviera Hotel on Wong Amat Beach in Naklua June 22.
A search of a Central Road commercial building they allegedly used as an office found 10 Thais working on collecting money from online users. Evidence collected showed the ring had cash deposits of about 22 million baht.
After interrogating suspects, police were able to raid a debt-collection company on Soi Chokchai 4 with six more people trying to extract money from users at huge interest rates.
Cybercrime police chief Pol. Col. Padol Jandon said the Chinese gang had created an app called True Cash Pro – similar looking to a legitimate True Money app – and had users fork over a substantial amount of personal information to register. Users then were offered loans with interest rates of 22-28 percent.
When payments were missed, debt collectors were brought in, using threats of violence to extract the principle and interest.

Thai media "Manager" went to Pattaya and found desperate unemployed people squatting in the city's closed pubs and bars.

Ten were in one bar area in Soi Bua Khao in central Pattaya - the once thriving red light area is now a shadow of its former self with no tourists to speak of.

Both men and women are sleeping in the bars by night then by day they seek handouts of food and try to get odd jobs so they can survive.



One man said he'd been out of work for 4 months and had nothing - not even the bus fare to go home.

A bar operator said they were tolerating the squatters as these were desperate times. There were a few drug takers among their number but they were not seeking to have them evicted as the bars were shut down.
