Citibank to end personal banking services in Thailand

Citibank is pulling out from personal banking in Thailand after 54 years, blaming increased market competition.

American multinational financial services provider Citigroup yesterday announced plans to exit consumer banking in 13 countries in and around east Asia including Thailand, Malaysia, the Philippines, Vietnam, China, South Korea and Australia. It means that individuals will lose their personal accounts or cards with the bank at a date yet to be announced.

The New York-based bank said it will continue to offer business products and services to its institutional clients in affected markets, including trading, private banking and investment banking.

CEO Jane Fraser, who took the top post at the bank last month, said the move was strategic.

“While the other 13 markets have excellent businesses, we don’t have the scale we need to compete,” Fraser said in the bank’s announcement. “We believe our capital, investment dollars and other resources are better deployed against higher returning opportunities in wealth management and our institutional businesses in Asia.”

Citibank, which just reported record quarterly profits, first came to Thailand in 1967. It is the largest foreign bank operating in the kingdom, with more than 1 million customers.

Expats condemn Phuket’s “xenophobic” rapid-test payment policy

Expats living in Thailand are up in arms after Phuket officials confirmed that foreigners arriving on the island would have to pay for a rapid Covid-19 test that is free for Thais. The testing requirement is part of new restrictions now in force to combat the spread of the virus. However, it is not the cost of the test – 500 baht – that has angered so many expats, but the fact that officials see nothing wrong with charging people based on their nationality.

On Monday it was announced that EVERYONE arriving in Phuket would have to pay 300 baht if they needed the ‘rapid covid test’. But that was amended the next day. Now we have the latest example of 2-tier pricing in Thailand (below).

The news was shared by travel blogger Richard Barrow on his Facebook page and has so far generated over 430 comments (and still growing), most of them furious…

“Unbelievable. I know Thailand is xenophobic, but for the authorities to do that is an absolute disgrace. They can piss off. I’ll take my business elsewhere in future.”

“I pay Thai taxes, I have for 16 years! am happy to bring my money elsewhere then!”

“Phuketians: “Tourists please come back.” Also Phuketians: “500b khap.”

It was not just foreigners commenting however, with at least one Thai person condemning the policy…

“I feel so so ashamed of how my country (or its government) so desperately wants more money to continue their corruption. Any possible ways they can rip you off – they will do shamelessly.”

Effective yesterday, anyone flying in to Phuket from elsewhere in the country must take a rapid Covid-19 test, unless they have taken a negative PCR test within the last 72 hours or can prove they’ve received both doses of a Covid-19 vaccine. With less than 1% of the country vaccinated – almost none of them foreigners – the second requirement is unlikely to be met by many.

Foreigners who have to take the rapid test, regardless of whether they are tax-paying work permit holders or retirees contributing to the economy, long-term residents or married to a Thai, will have to pay 500 baht. For Thais, it is free. The focus of expat anger is not the cost, but the principle, which is being roundly condemned as xenophobic.

Foreigners employed in the Kingdom in particular, are angered, given that they have been paying tax for years and have social security coverage. In response, Phuket health officials have issued an “explanation” – that manages to explain very little.



Meanwhile, while the new restrictions apply to everyone arriving by air, for those arriving by road, only people coming from the high-risk “red” provinces need to meet the entry requirements.

And, just as a footnote, if your rapid covid test conducted by airport officials happens to come back positive you will be whisked away to a Phuket field hospital for a 14 day stay.

Government makes bold move to woo wealthy, highly skilled foreigners

Yongyuth Chalamwong, research director at Thailand Development Research Institute (TDRI) specializing in labor issues, expressed his support for inviting highly skilled professionals.

Investors back government move

As an ex-pat who has got Thai citizenship, Stanley Kang, chairman of the Joint Foreign Chambers of Commerce in Thailand, supports the move. “It is encouraging news,” he said.

Allowing long-term visa holders to own residential property, including land, would not have any impact on Thai citizens, he assured.

Currently, foreigners can own condominium units, but they cannot own houses and land, except investors who get privileges from the Board of Investment (BOI).

“One-stop service for visa and work permit should apply to all ex-pats, not only to those who work with large corporations under the BOI scheme,” said Kang.

Wooing four groups

The Cabinet on September 14, approved an economic stimulus package aiming to bring more in FDI, encourage spending and lure high-potential ex-pats and highly skilled professionals to work in the country.

The package targets four groups:

Wealthy global citizen: It applies to rich ex-pats investing a minimum of US$500,000 in Thai government bonds, as FDI or property. They must have a minimum monthly income or pension not less than $80,000 a year in the last two years. They also must have health insurance covering medical expenses up to $100,000 throughout the visa period.
Wealthy pensioners: They are retirees over 50 years old who receive regular pensions from foreign countries. He or she must invest at least $250,000 in Thai government bonds, as FDI or property. A minimum pension of $40,000 a year is mandatory, or $80,000 a year in case they are not making investments. They must have health insurance covering medical expenses of $100,000 throughout the visa period.
Work-from-Thailand professionals: They must have had an annual income of $80,000 a year in the past two years, or an annual income of $40,000 for those with a master’s degree, own intellectual property rights, and have five years’ experience. They must hold a health insurance policy covering medical expenses of $100,000 for the full visa period.
Highly skilled professionals: They are rich in experience and intend to work for targeted industries, government agencies, or universities. They must have an annual income of $80,000 a year in the past two years, or an annual income of $40,000 for those with a master’s degree, and have five years’ experience in targeted industries, such as new generation of automobiles, robotics, smart electronics, digital, circular economy. They must hold a health insurance policy covering medical expenses for $100,000 for the full visa period.

The Thai government will offer four types of privileges:

Long-term residency (LTR) visa of 10 years without the need to submit a 90-day report. Their dependents, children, and spouses also will get the same long-term visa.
They will automatically get a work permit once they get a long-term visa.
They are subject to progressive income tax rates, the same as Thai citizens.
Revenue from outside Thailand will be exempted from taxation.
They can own a house and land or have long-term lease rights.
Highly skilled professionals could choose to pay a flat income tax rate at 17 percent, or they could opt to pay the same income tax rate as Thais.

The government expects to collect tax revenue up to Bt270 billion a year from them — Bt180 billion income tax, Bt70 billion value-added tax, and Bt22 billion tax on related investments.

In response to concerns about foreigners owning real estate, government deputy spokeswoman Traisulee Traisaranakul clarified that foreigners have not yet been allowed to own low-rise homes. They are likely to be allowed a long-term lease for real estate and would be subject to investment requirements such as those for investing in the Eastern Economic Corridor.

Thailand’s Ministry of Foreign Affairs has just released a list of 46 countries and/or territories that have been approved to take part in the planned reopening of the country from November 1.

The list of countries is detailed below as per a .pdf file that was listed on the Ministry’s website late on Thursday, October 21.

The government has recently outlined 7 conditions that will determine if someone can enter the kingdom quarantine-free.

The following conditions have been communicated by the Bureau of Risk Communication and Health Behaviour Promotion, part of the Disease Control Department:

1. Foreign visitors must arrive by air and come from a list of “low-risk” countries approved by the Public Health Ministry

2. Have proof of vaccination with 2 doses of a recognized Covid-19 vaccine

3. Have a negative PCR test result taken within 72 hours of departure from your home country

4. Have at least US$50,000 in Covid-19 insurance coverage

5. Have proof of a hotel booking

6. Travellers must download the Mor Chana app and take a second PCR test on arrival or within 24 hours of arrival

7. If the second test is negative, visitors can continue their journey without any further quarantine

Despite the planned reopening being just 10 days away, the rules for vaccinated adults traveling with unvaccinated children remain unclear.

Clarity is also needed on whether travelers need proof of a hotel booking beyond their first night in the kingdom and if this applies to ex-pats with homes here.

Thai PBS World reports that the government is moving to a 3-model approach for admitting foreign arrivals.
The first – and original – model is that unvaccinated visitors will be subject to mandatory hotel quarantine for between 7 and 14 days.
The second model is the sandbox model currently in operation in Phuket, Samui, and other tourist destinations, which is being extended to several other provinces.
The third model will be the quarantine-free model, which allows approved “low-risk” countries or territories, such as the ones recently approved above, to enter without undergoing quarantine.

Government outlines 3 entry schemes for international travelers from November 1

Below is a chart with all currently known details for the three-pronged reopening program to allow people to travel to Thailand, though the government warns that they could be changed or modified.

For those wanting to travel to Thailand from one of the 46 approved countries, entry requirements are as follows:

    An exception is made for people who leave Thailand and stay in an approved country less than 3 weeks (21 days) before returning to Thailand.

What do I need to have?

    Certificate of Entry (or eventually the Thailand Pass planned to replace the CoE)
        Can currently apply online.
    Medical Certificate with a negative RT-PCR test within 72 hours of traveling.
        An exception is made for a Medical Certificate of Recovery showing a Covid-19 recovery within 3 months.
    US$50,000 insurance policy that covers all Covid-19 expenses for the whole duration of travel in Thailand.
        Returning Thai citizens eligible for national health insurance are exempt.
    Paid hotel for a minimum 1-night stay at either an SHA Plus-certified hotel or:
        Alternative Quarantine, Organisation Quarantine, or Alternative Hospital Quarantine
        Includes the cost of the RT-PCR test and ATK.
    Certificate of Vaccination. Either:
        Full vaccination that is approved by the Thai Ministry of Public Health or WHO at least 2 weeks before travel.
        An approved vaccine allows one dose at least 2 weeks before travel.
        Travelers under 12 with negative RT-PCR test within 72 hours, traveling with a vaccinated guardian.

What do I need to do?

    Take an exit screening Covid-19 test before traveling to Thailand.
    Be tested immediately on arrival, either at a test center or accommodation.
        Travel by approved airport transfer.
        Stay in the approved accommodation until results are received.
    Download and use the MorChana app.
    Once negative test results are returned, travelers can go anywhere in Thailand.
    Travelers will receive an ATK kit that was prepaid with a hotel booking.
        If they experience any Covid-19 symptoms, they must take the ATK.
        If not, the test should be taken on days 6-7, with results reported in the MorChana app and to hotel staff.
        Travelers must self-monitor for 7 days and report any symptom to their hotel, who will notify local communicable disease control authorities.

What are the requirements?

    Fully vaccinated travelers can travel to Thailand with the same rules as the Sandbox with a few simplifications:
        Instead of 2 RT-PCR tests, the second test on days 6-7 can now be done with an ATK at a designated test center.
        The travel health insurance requirement is reduced from US$100,000 to $50,000.

For those who are not fully vaccinated, or who do not want to Sandbox in one of the 17 provinces, the Alternative Quarantine System allows people to still travel to Thailand:

The Center for COVID-19 Situation Administration (CCSA) earlier today convened its general meeting to review various topics, with the reopening of night entertainment venues among top agendas. However, the CCSA decided to push back the reopening date for entertainment venues to January 15 of next year.
The meeting, chaired by Prime Minister General Prayut Chan-o-cha, came after 2 weeks of Thailand’s reopening to tourists without mandatory quarantine which started on the 1st of November, 2021.
To accommodate Thailand’s reopening to international visitors, the government on the Royal Thai Government Gazette website announced earlier last month the latest relaxation of COVID-19 measures, including the lifting of nighttime curfew in tourism areas covering 17 provinces previously coded dark-red for highest and strict COVID-19 control. Moreover, alcohol consumption is allowed in restaurants and eateries in the four provinces that are classified as "blue zones" including Bangkok, Krabi, Phang Nga, and Phuket.

Registrations for Phuket Sandbox are temporarily suspended due to a system update.
Looks like they’ve realised that they need to charge arrivals for the second RT-PCR test on Day 7.
As for people already approved for Test & Go, your second test will be free
